Thursday morning, Barney Frank presented the long-awaited proposal that regulates online US gambling. His intention is to ease the strict regulation that had been put upon online gambling. His second measure had also been introduced. This would set back any mandatory enforcement of the Unlawful Internet Gambling Enforcement Act and its regulations for a minimum of one year.
Frank stated that the second bill was necessary to avert implementation of policies that might still be under discussion by Congress. The legislation would prevent federal regulators from enforcing the UIGEA until Congress had the opportunity to decide on national policies.
Frank also revealed exclusively to Fox News, that there are huge discrepancies in the US gambling law. If outlets in land-based establishments are allowed to provide gambling facilities in certain states why is online gambling prohibited in the same? There is no consistency in law and the state interferes and hinders the people from making personal choices. Liberty is not provided.
Barney Frank’s main law combines the Internet Gambling Regulation, Consumer Protection, and Enforcement Act. The bill permits the Department of the Treasury to license and regulate internet US gambling in online casinos. However, license applicants need to show a clean criminal history as well as a clean credit record. Moreover, they have to provide a business plan that displays the planned corporate structure, financial records, and also previous experience in the online gambling and online sports betting industry.
Other important factors that need to be considered are the establishment of appropriate measures in order to detect and prevent under age gambling, identity theft, money laundering, and also problems regarding gambling addiction. Frank, however, is quite confident and optimistic to meet the necessary requirements.
